ESEVT System

What is ESEVT?

The ESEVT (European System of Evaluation of Veterinary Training) is a quality assurance framework run by the EAEVE together with the Federation of Veterinarians of Europe (FVE). The ESEVT evaluation process is a fully transparent accreditation procedure for all EAEVE members as defined by the EAEVE Statutes. It is based on a compulsory system of visitations together with periodic Interim Reports provided by each university. To be accredited, a university and each of its study programmes leading to the degree of a veterinarian must comply with the EU Directives on the recognition of professional qualifications and the Standards and Guidelines for quality assurance in the European Higher Education Area (ESG). This is intended to ensure that graduates meet a consistent level of ‘Day One Competences’.

How do visitations work?

Visitations take place under the European System of Evaluation of Veterinary Training (ESEVT). The system operates in accreditation cycles of 7 years.

As can be seen below, a university applies for a full visitation. The visitation is conducted by the visitation team, and their report is discussed by the independent European Committee of Veterinary Education (ECOVE). Depending on their decision, accreditation is assigned, or a re-visitation is required; this needs to happen within two years of the full visitation.

If ECOVE deems it necessary, a one-year Interim Report needs to be submitted. Every university is required to provide EAEVE with an Interim Report 3 years and 5 years after the visitation, which is studied by ECOVE. This is to ensure that no major changes are occurring within the cycle that can affect accreditation status.

All visitations, whether Preliminary Visitations, Full Visitations, or Re-Visitations, follow the same process: the university submits a Self-Evaluation Report, a visitation team visits the university and drafts a visitation report, and ECOVE issues a decision letter. All documents will be provided and stored in a dedicated Microsoft Teams library created for each member. All costs of the visitation shall be covered by the university. An overview of the costs can be found here.

The university shall appoint a liaison officer, responsible for all contact between the EAEVE Office, planning the visitation, and hosting the visitation team during the visitation.

Your first visitation

Before year 0

  • Preliminary Visitation: 2 days
  • Full Visitation within 3 years

An optional information session with the ESEVT Director is available to answer questions about the ESEVT, the Standard Operating Procedure and the administrative procedures.

A Preliminary Visitation is a prerequisite for membership of EAEVE for candidate Veterinary Education Establishments (VEEs). An experienced Visitor (who chairs) and a Coordinator spend two full days on site, checking that the VEE knows the ESEVT SOP, the Standards and the Day One Competences, and has a process in place to comply. ECOVE then sends ExCom a recommendation on the VEE’s membership and on its readiness to apply for a Full Visitation within three years. If that deadline is missed, another Preliminary Visitation is needed.

Full Visitation

Year 0

  • 5 days
  • Team of 8
  • Accreditation valid 7 years
  • SER required

A VEE requests a Full Visitation and must produce a Self-Evaluation Report (SER) for it. A visitation team of eight Visitors visits for five days to establish whether the veterinary degree complies with the ESEVT Standards. Each Standard is judged compliant, partially compliant (Minor Deficiencies) or not compliant (Major Deficiencies).

The team is five experts (Basic Sciences; Clinical Sciences in companion animals; Clinical Sciences in food-producing animals; Veterinary Public Health; Quality Assurance), one practitioner proposed by FVE, one student and one ESEVT Coordinator. ECOVE designates one of the Visitors as Chairperson. Accreditation is valid for seven years from the date of the Full Visitation.

ECOVE decision

After every visit

  • Independent committee

The European Committee of Veterinary Education (ECOVE) analyses the visitation report and decides the VEE’s status:

  • Accreditation: no Major Deficiencies (Minor Deficiencies may remain).
  • Pending Accreditation: one or more Major Deficiencies, for a VEE that previously held Accreditation (or Approval under earlier versions of the SOP). A Re-visitation follows.
  • Non-Accreditation: one or more Major Deficiencies, for a VEE that was previously non-accredited or has never had a Full Visitation.

Revisitation

if major deficiencies are detected during Full Visitation

  • 2 day on-site visitation
  • Request within 1 year
  • Held within 2 years following Full Visitation
  • RSER required

A VEE that considers it has corrected its Major Deficiencies may request a Revisitation at the latest one year after the Full Visitation, and must produce a Re-visitation Self-Evaluation Report (RSER) for it. The Revisitation must take place within two years of the Full Visitation and can only happen once. If that period is exceeded, the status reverts to Non-Accreditation and only a Full Visitation can be planned.

The team is at least two Visitors: a member of the previous team (most often the Chairperson, who chairs) and a different Coordinator. ECOVE may add Visitors depending on the Major Deficiencies identified.

After a Re-visitation, ECOVE grants Accreditation if all Major Deficiencies are corrected and an ongoing process is in place to correct the Minor ones. Otherwise the status is Non-Accreditation, valid until the next Full Visitation. Accreditation granted after a Re-visitation still runs for seven years from the Full Visitation, not from the Re-visitation.

Interim Report, year 1

Year 1 · if accredited with Minor Deficiencies

  • Only with Minor Deficiencies

A VEE accredited with Minor Deficiencies sends an additional Interim Report to the EAEVE Office one year after the Full Visitation, focused on correcting those Minor Deficiencies.

Interim Report, year 3

Year 3

  • Every member VEE
  • Considered by ECOVE

Three years after the Full Visitation, every member VEE sends a concise Interim Report to the EAEVE Office. A Coordinator designated by ECOVE reviews it, and ECOVE considers it at its next meeting.

  • the current Head of the VEE and head(s) of the veterinary teaching hospital
  • any major changes relating to the ESEVT Standards since the previous report
  • progress in correcting Major and Minor Deficiencies, and plans for the near future
  • the expected date of the next evaluation
  • an updated list of ESEVT Indicators

If a report is missing or shows potential major issues, ECOVE may ask for further information. If the VEE does not reply within 30 calendar days, or has no convincing plan, ECOVE may send a Coordinator on site (at the VEE’s cost) and, as a last resort, reclassify Accreditation to Pending Accreditation, which requires a Re-visitation.

Interim Report, year 5

Year 5

  • Every member VEE
  • Considered by ECOVE

Five years after the Full Visitation, every member VEE sends a second concise Interim Report, with the same contents and the same review by ECOVE as the year 3 report.

As with the year 3 report, a missing report or potential major issues can lead ECOVE to ask for information, send a Coordinator on site, and, as a last resort, reclassify Accreditation to Pending Accreditation.

  • Information session

To inform interested universities in detail about the ESEVT, the Standard Operating Procedure, and the administrative procedures, an information session can be organised. This is a voluntary, free meeting with the ESEVT Director in which he answers all questions you may have. We highly recommend this session, as it helps you avoid common pitfalls and set a realistic timeframe.

  • Preliminary Visitation

The next step is the organisation of a Preliminary Visitation. The objective of a Preliminary Visitation is to check if the university is fully aware of the ESEVT SOP in general and the accreditation Standards and Day One Competences in particular. Further, it determines if there is an ongoing process in place to achieve compliance with these Standards. During a preliminary Visitation, one expert and one coordinator visit the university for two full days. The visitation team writes a report in which they argue whether the University is sufficiently informed, prepared, and equipped for undergoing a Full Visitation within a 3-year period. Based on this report, ECOVE decides if a university is permitted to plan a Full Visitation.

A detailed description of a Preliminary Visitation can be found in Article 3 of the SOP2023.

  • Full Visitation

During a Full Visitation, a visitation team visits the university for five days. The team consists of one coordinator, five experts (one of whom serves as chairperson), one practitioner, and one student. Their objective is to establish whether the veterinary degree awarded by the visited university complies with the ESEVT Standards. Deficiencies identified during the visitation are rated as either minor or major, depending on their severity.

The Chairperson chairs all meetings during the visitation. On the last day, the Chairperson leads the team in reaching a consensus on the university’s compliance with each Standard, and delivers the Exit Presentation. The Chairperson also remains available to ECOVE to discuss the Full Visitation Report and answer any questions. The Coordinator coordinates the preparation, completion, and outcome of the visitation process in close contact with the EAEVE Office, the Chairperson, and the visited university.

The experts cover the following fields:

    • Basic Sciences
    • Clinical Sciences in companion animals (including equine and exotic pets)
    • Clinical Sciences in food-producing animals (including Animal Production and Herd Health Management)
    • Veterinary Public Health (including Food Safety and Quality)
    • Quality Assurance

An overview of a typical visitation schedule can be found in Annex 7.

  • Re-visitation

One year after the previous Full Visitation at the latest, a VEE that considers that it has rectified its Major Deficiencies may request a Re-visitation. The Re-visitation team usually consists of the Chairperson and the Coordinator, and the Re-Visitation takes two days. The aim of the Re-visitation is to evaluate whether the Major Deficiencies identified during the previous Visitation have been fully corrected and whether an ongoing process to correct the Minor Deficiencies is in place.

  • Interim Reports

The Year 1 Interim Report may be requested by ECOVE. This is the usual procedure when no Major Deficiency has been identified, but one or more Minor Deficiencies have been. ECOVE uses it to monitor whether the VEE is actively working to resolve those Minor Deficiencies.

Interim Reports are also submitted at 3 and 5 years. Each follows its own template. The Year 1 report uses a different template from the 3- and 5-year reports.

The 3- and 5-year Interim Reports describe major changes since the previous Self-Evaluation Report or Interim Report, report on progress in correcting any Major and Minor Deficiencies, and outline plans for the near future.

  • ECOVE Decision

The European Committee of Veterinary Education (ECOVE) is an independent committee consisting of seven full members: four appointed by the EAEVE and three appointed by the FVE Board. It acts as the final arbiter in the European System of Evaluation of Veterinary Training (ESEVT). Meetings are held as often as necessary, with a minimum of two per year.

ECOVE analyses the Visitation Reports from Full Visitations and Re-visitations. It decides whether to confirm or amend the Visitation Team’s proposals concerning the university’s compliance with the ESEVT Standards. On that basis, it decides whether the status of ‘Accreditation,’ ‘Pending Accreditation,’ or ‘Non-Accreditation’ should be assigned.

The decision is communicated in a Decision Letter, sent via Microsoft Teams within two calendar days of the meeting. The full Visitation Report follows within one month of the ECOVE meeting.

ESEVT Experts

Coordinators

ESEVT Coordinators are experienced experts who guide and safeguard the quality of EAEVE’s evaluation process. Appointed by ECOVE, a coordinator is part of every visitation team. Working closely with the Chairperson and the EAEVE Office, the coordinator oversees the preparation and conduct of the visitation, supports and trains the visitors, and supervises the writing of the visitation report to ensure it is consistent and follows the ESEVT SOP.

Coordinators also examine the interim reports submitted by establishments between visitations. They may be called upon by ECOVE to expand on visitation reports or on the decisions of the visitation teams.

Meet the ESEVT Coordinators

ESEVT Experts

ESEVT experts are qualified veterinary educators and practitioners who carry out the European System of Evaluation of Veterinary Training’s visitations to Veterinary Education Establishments (VEEs), assessing whether their qualifications meet EU Directive requirements and align with the European Standards and Guidelines (ESG).

Experts are expected to evaluate objectively against the agreed ESEVT standards and to act with integrity under the EAEVE Code of Conduct. Typically, they take part in one visitation per year, which takes five working days plus travel, with roughly another week of preparation and reporting. New experts receive e-learning training and mentoring from experienced colleagues, and after each visitation they give feedback that helps improve the standards and the evaluation process.
